A Capital Improvement Program, or CIP, is a plan which identifies capital projects and equipment purchases, provides a planning schedule and identifies options for financing the plan. In 2003 the CHA Phase I Board hired an outside contractor to provide us a comprehensive Reserve Study. From that data, the current board created a highly detailed 40-year plan, obtained the necessary financing, and begun implementing several of the major Capital Improvements outlined by the plan. Paving of all 12 courts and major roads has been completed, approximately 50% of the sidewalks have been replaced, and new decks and siding are almost complete on 2 out of the 12 courts. Below are links to a PDF versions of the plan. Please note that this plan is a living document and subject to change and an annual review, however the Board is completely committed to maintaining the overall integrity of this plan and most, if not all, changes will be for logistical purposes only. A full review has not been completed on some of the line items, such as patios and the remainder of the sidewalks and stoops. The Board plans on reviewing and prioritizing these in the Late Winter/Early Spring of 2009 with construction to begin immediately upon completion of the review. The deck and siding schedule has been reviewed and should remain fixed or accelerated as financing allows.
